The Estonian Fuel Market from the Perspective of the Regulator and the Supervisory Authority
The smooth functioning of the liquid fuel market means greater stability and security of supply. Clear regulation, a transparent competitive environment, effective supervision, effective tax administration, and non-burdensome bureaucracy are important components of the functioning of the market. The Estonian Competition Authority will present the results of the Estonian fuel market analysis at the conference and the major regulatory bodies affecting the fuel market will have a word in the following panel discussion.

The Ups and Downs of Transitioning to Green Fuel
The countries of the European Union have agreed to reduce CO2 emissions from the transport sector and, as one of the measures, have set an obligation to gradually replace petroleum-based motor fuels with green fuels from non-fossil raw materials. We discuss whether the legal framework and practice established today support the achievement of climate goals or whether we are actually moving away from it due to the complex mechanisms of the green fuels obligation. We ask whether the behaviour of Estonian consumers when buying green fuels differs from other countries and whose task it is to increase environmental awareness of fuel consumption.

What Comes Next? What to Expect from the Future?
As the one responsible for the country’s fuel stock, the Estonian Stockpiling Agency must be able to assess the security of supply of the market, the risks we must take into account in the changing economic and political environment, and when it is time for the energy market to start changing the operating logic of the stocks. From the perspective of a banker, a market analyst, a trader, and an insurance broker, we wish to peek beyond the horizon and formulate the new challenges of the fuel market. We will also discuss how the implementation of sustainability principles is affecting fuel market participants.
