The Landscape of Legal Education in Iceland: Competition and Specialization

With a population under half a million, Iceland relied on a single law faculty—the University of Iceland—for nearly a century. However, during a transformative period in the early 2000s, three additional law departments were established. Thus, four distinct law faculties now operate within this small jurisdiction.
 In his presentation, Hafsteinn Þór Hauksson, Associate Professor at the University of Iceland Faculty of Law, examines the structure of legal education in Iceland. He explores how the different law faculties have defined their respective roles and carved out unique niches in the competition for students. The discussion will address key issues such as the quality of legal education, funding models, and diverging professional emphases in curricula and pedagogical methods.


Hafsteinn Þór Hauksson is Associate Professor of Law at the University of Iceland and a former Chief of Staff to the Parliamentary Ombudsman of Iceland. His work focuses on public law and the functioning of legal institutions, with particular attention to administrative oversight and the protection of fundamental rights.

In his research and professional practice, he has engaged with questions concerning the organisation of legal systems and the role of legal education in supporting effective public administration. His work also reflects a comparative interest in how different institutional frameworks shape legal training and professional practice.
