Gert Siniloo
Gert Siniloo is the Director General of the Department for Climate Diplomacy and Connectivity at the Estonian Ministry of Foreign Affairs. This department is responsible for climate diplomacy, energy security, Arctic and Antarctic issues, regional connectivity and the external dimension of transport policy, including Rail Baltica, the Three Seas Initiative, and the Partnership for Transatlantic Energy Cooperation (P-TEC). His unit works closely with the Estonian Ministry of Climate.
Prior to assuming the role of Director General, Gert Siniloo he was working on the Energy Diplomacy in the same unit. In this role, his main responsibility was advancing bilateral and regional cooperation on energy projects, such as the synchronisation of the Baltic electricity grids with Central Europe and the development of new interconnections with Latvia and Finland, and supporting the recovery of Ukraine’s energy sector.
From 2020 to 2023, he worked as an Adviser on EU Energy and Transport Policy in the Government Office of Estonia, coordinating Estonia’s national positions on EU legislation as well as regional energy and transport projects, which also included preparing these topics for the meetings of the Prime Minister.
Before joining the MFA in 2019, Gert Siniloo worked in the private sector as an investment analyst and as a researcher focusing on the energy policies of Estonia and Finland.
He holds a Master’s degree in International Relations and EU Affairs from the University of Tartu and has also studied at KU Leuven in Belgium and the Heinrich Heine University in Düsseldorf, Germany. Gert Siniloo speaks Estonian, English and German.
