Menno Ettema

Menno Ettema is Head of the Hate Speech, Hate Crime and Artificial Intelligence Unit at the Anti-Discrimination Department of the Council of Europe.

The unit works to promote and support national authorities, public institutions, Civil society partners and other key stakeholder in the Council of Europe member States with the implementation of the three Committee of Ministers Recommendations on combating hate speech; on combating hate crime;  and on upholding equality and non-discrimination in the use of AI and algorithmic decision-making systems. He was co-secretariat to the Experts Committee that drafted the Committee of Ministers Recommendation CM/Rec(2022)16 on Combating Hate Speech which was adopted in May 2022.
